The section of D.C. across the Anacostia River is home to the biggest percentage of single-parent households, with 65 percent of family households run by women and 9 percent run by men. The "area across the Anacostia River" is the 6th and 7th Police Districts in DC. Look at the homicide rate in those areas compared to the rest of the city:
2009:
7th District: 42
6th District: 33

So that area was the scene for over half of the city's murders despite having well less than half of the city's population. Where were the other half committed?
Other areas in which more than half of families are run by single parents include the remainder of Southeast D.C. and most of Northeast D.C.Those areas are the 1st, 4th and 5th Police Districts. Let us look at their homicide rates:

All together the homicide totals for the 1st, 4th, 5th, 6th and 7th Police Districts for 2009 were 126.
126 of the 143 total were committed in the land of the single mom.
The other two areas, (which according to the Washington Examiner article do not have a majority single-parent households) only saw 17 of the 143 total murders.
Off-topic but "of-note:"
Notably, the 3rd District is "Downtown DC" which is not very residential and so it can likely be assumed that a substantial number of the murders there were committed by "non-residents."
The 2nd District contains a lot of the yuppies and gentrification that people like DC Mayor-Elect Vince Gray love to vilify. No murders were committed in the 2nd District in 2009. None.
