Would Term Limits Create More Alan Graysons?

The National Review Online recently featured an analysis of Florida Congressman Alan Grayson questioning whether the often over-the-top Democrat even wants to be re-elected. His recent antics truly call this into question. Furthermore, his pre-existing personal fortune would suggest that he does not really need the work (or the opportunities and connections that come with serving in Congress). In short, he does not have much personal skin in the electoral or political game.

Which leads us to another question: If all House members were destined to serve only a short pre-determined maximum amount of time, would more be prone to act out openly like Grayson?
